Thanks for this.  I'm going to hold off till the weekend so I can
look at this some more.  (I don't really know what a Population
is, so I'll need some time to poke around and learn)

It seems harmless enough anyway.  If I understand correctly, the
Population module is a handy wrapper around PopulationData, and is only
used by Annotate.  One day it will figure in something like libdarcs...

Would it make sense to just use encode_white here? Or were you aiming
for some kind of encapsulation?
