My case sounds like yours except I didn't need e-mail notification.

There are already good RSS options for darcs. Perhaps one of those could
work as an e-mail alternative, especially considering mail clients like
Thunderbird integrate it. I imagine there are RSS to e-mail gateways out
there you could use, too.
