AFAIK, it isn't possible, at least not without significant work in
darcs.

Absolutely, this is the direction we want to move in.  Eventually I
imagine fptools/ghc/libraries should contain just the libraries required
to bootstrap GHC, and any other libraries we ship with GHC will be built
from Cabal packages.

I think we can proceed with the darcs switchover without tacking
decoupling of the libraries immediately, though.
