And a last update on the issue: I've just checked POSIX, and it looks
like this sort of behaviour is allowed.  Whether filenames are allowed
to contain byte sequences that do not correspond to character
sequences is undefined.

Strangely enough, there's no standard error code to return from
open(2) in that case, and the wording in the rationale is extremely
cautious, so I guess that the committee couldn't agree on that issue.
