No, it doesn't.  There are ideas about hooks for external
filters that can do this and much more, but no one has started
working on that yet.

If all your lines end with \r\n and you just don't want to
see all \r-s in the output (darcs highlights trailing spaces
like carriage return), you can set the environment variable
DARCS_DONT_ESCAPE_TRAILING_CR=1.
