This would be the sort of change that would be up Juliusz's alley... (not to pick on Juliusz, but it's similar to his Repository changes). Making this optional I think would be doable, except we'd want to name it something other than .darcs, since that name is taken for the ~/.darcs directory (and some people want their home directory stored under darcs).
