Maybe.  You might be happier using ~/.darcs/defaults for this, but you
might not.

Most of the files in _darcs/prefs are treated as per-workspace
preferences, rather than as per-project preferences.  (The boringfile
is configurable but defaults to per-workspace.)  Think about it: would
it really be appropriate for those who pull from your repository to
get your random defaults?
