Yes.  It's supposed to provide a 2-way deterministic gateway between
the Darcs and Git worlds.

The word ``deterministic'' is important: it means that if two people
independently pull the same change from Git into Darcs, and then try
to merge using Darcs, they won't get any spurious conflicts.
