For our purposes, this is correct. cygwin port of ghc is bitrotted and there's no distribution afaik.
So I'm guessing we'll have to go with plan B. Since we won't be a true cygwin executable (someone correct me if I'm wrong), we'll need either a configure flag or a runtime check whether we're using cygwin ssh. I'm guessing the latter will be more practical, and is certainly more elegant.
I'd like runtime check or darcs option better. (I'm not offering to patch darcs because I am not planning to use or install cygwin, sorry.)
