Another way I cheat on this is to darcs get the repo I want to send to:

 darcs get http://foo.bar/sendToRemote sendToLocal
 cd sendToLocal/_darcs/prefs
 wget http://foo.bar/sendToRemote/_darcs/prefs/email
 cd ../../..
 
 cd yourRepo
 darcs send sendToLocal

You'll want to do a darcs pull in sendToLocal, from time to time.
