I'm afraid I don't know the answer to your questions - I don't seem to encounter the same issues here. But I have put my statically linked darcs binary for Windows up, it's linked from the wiki: http://wiki.darcs.net/DarcsWiki/CategoryBinaries Also I've provided the script that I use for using darcs with Cygwin SSH. I've never managed to get to grips with Putty.
