It seems a little odd to be maintaining a command that does nothing, 
rather than simply removing this code. Or making it an alias.

I constantly forget the interplay of rm/remove/delete myself, so I guess 
this is just a custom error message to catch a common mistake. I guess 
it was thought that having rm be an alias for remove added confusion. It 
  might be worth mentioning this a little more explicitly in the "% rm - 
Note: not a subsection because not to be documented." comment.
