This was also true before darcs-2.0.0, and I submitted a patch for
darcs-2.0.0 which fixed this, so this appears to be a "regression" in
that sense.. "umask" is a meaningless concept on Windows, and darcs
probably should not be compiling anything to do with "umask" when
building a windows executable.
