I'd distill it into two parts: - triage: reading, prioritizing and assigning new bugs. - review: examining bugs that have been open and inactive for (say) a month. Typically the bug needs to be closed (because the assignee forgot to close it), or reassigned (because the assignee is busy). Since these tasks can generally be multiplexed, an issue manager's job might also be to coördinate other issue managers.
