I had a second look at this and decided to push it after all,

Unfortunately, although this time I was pretty sure it would
have the intended effect of letting our Windows tests pass.
For that matter, the fact that the first patch "worked" (to
contain the effects of overwriting ~/.darcs/defaults) might
mean that ${HOME}/.darcs is still meaningful to darcs anyway
