I think that I am already relying on the new behavior, because I routinely set of old-fashioned and hashed-format repositories in pairs, and install in each one a post-hook which pushes all patches to the other one.
Currently, this process terminates instead of recursing endlessly. I guess this means that the "don't run the posthook if nothing happened" functionality is already present in the version of darcs that I am using.
