Yep!  On our phone call, Brad and Karen suggested that, for example, we
could have the representative be elected by (for example) the list of
committers (with Brad apologising for the centralised revision control
terminology :-D).  In principle, the darcs project could have something
like this, but this would entail a change to the maintainer model for
which I don't think we are ready yet.  So I thought maybe a lightweight
cabal would do the job.
