I would rather wait until darcs 2.2 is out before looking into this.
(unlike the release branch, http://darcs.net will not be frozen, but
I might also pre-filter some stuff that makes me nervous)

I've applied this one.  Thanks!  I appreciate this sort of attention
(below) to making the darcs code easier for ourselves and for new darcs
hackers to understand... I'm also trusting you on the need for the
NewRepo distinction
