+1; I think there's general agreement on this as the eventual fix.

FWIW I happened to check mercurial the other day, and it does what I
consider to be the "right thing":

  $ locale | head -1
  LANG=en_AU.utf8
  $ hg init
  $ touch x
  $ hg addremove
  adding x
  $ hg ci -m 'Foo á – λ'
  $ hg log | grep Foo
          Foo á – λ
  $ LC_ALL=en_AU.iso88591 hg log | grep Foo | iconv --from iso-8859-1
          Foo á ? ?
  $ LC_ALL=C hg log | grep Foo
          Foo ? ? ?

We could do better than hg in this respect if we did "smart"
downconversion like iconv --to ascii//translit does:

    $ iconv --to ascii//translit
    “Cöordinate – ‘Déjà vu’—λ”
    Chào bạn
    中文,普通话,汉语; 日本語; 한글

    "Coordinate - 'Deja vu'--?"
    Chao ban
    ??,???,??; ???; ??
