I believe this is not a serious concern for Debian, as it defaults to
UTF-8 everywhere (if it doesn't, that's a bug).  Of course, there are
probably still people who switch their system to something like JIS, but
they will be in the minority.

I do not know if other POSIX distributions use some other encoding
(e.g. Latin-1) by default.  I imagine that *was* quite a widespread
default configuration only a few years ago.
