You make some good points. I think what you are writing is that
people don't *need* to keep using old versions of their revision
control executable. Such tools *could* be upgraded in a somewhat
smooth pattern.
I don't necessarily disagree, but for various reasons, people don't
seem to behave that way.
Maybe it is because they are afraid of encoutering new and
interesting bugs in newer versions of the revision control
executable, which in theory has the power to inject corrupt data into
the shared, permanent repository and thus screw up everyone that you
work with. Actually that doesn't sound like a half-bad reason to be
leary of upgrading.

Right, see this is a good example -- darcs isn't even included in the
Ubuntu support plan, so it doesn't necessarily make sense to keep
using darcs-1.0.9 just because it is the darcs that came with your
Ubuntu Hardy. Nonetheless, people appear to do so.
By the way, thanks a lot to Iain Lane for maintaining darcs PPA. The
existence of that PPA seems to make things a lot happier for Ubuntu
users who are trying to upgrade to darcs-2.
