That appears to me to be the correct path; I've used user 
defaults/author/sources in Windows.  I've never used a user boring file 
before so it might be that for whatever reason boring doesn't work, but 
I doubt that.  Here are a few things that I can think of that you might 
double-check:

* Boring uses regexes and those can sometimes be difficult to debug. 
Have you tried double checking your regexes in a debug tool/test 
environment to make sure that they match/don't match as expected?

* Are you running darcs in the same user account when it doesn't have an 
effect?  Primarily: Does TortoiseDarcs use the currently logged in user 
account when it calls darcs or does it use a 
system/service/administrative account?

* Are the files that you want marked as boring in the repository's 
pending?  You might try deleting repo/_darcs/patches/pending and/or 
repo/_darcs/patches/pending.tentative and seeing if there is a 
noticeable change.  (I believe TortoiseDarcs is using darcs whatsnew -l 
now and --look-for-adds can/does place those adds in pending to cache them.)

Hopefully your answer lies somewhere around there.
