Hmm.  One side-effect is that this solves the "problem" in which
/Producing Open Source Software/ claims that CHANGES is the
standard name for what we used to call ChangeLog (and vice versa
that our darcs changes command produces what they call a changelog).
By calling it 'NEWS', we side step this silliness :-)
