The improvements to vc.el were specifically for distributed VCSs, so I
second that recommendation.  (Worst case: if CVS Emacs is broken for a
week, you can keep Emacs 22 installed and run that.)

I think Darcs should be doing that, but IIUC that's blocked on GHC. :-/
