For many projects darcs performance is adequate, but where to host open-source project when there is no hosting support. Even patch-tag hosting cannot compare with other's offerings. Of course, darcs had momentum, but at that time it had serious performance problems and then hosting support was practically nil. Bzr has/had reputation being the slowest from the grand trio of {bzr, git, hg}, but LP makes the difference offering ability to host the project for free.
