Github, Bitbucket and LP (to name the major players) have support for
complete hosting, iow, repo hosting + tracker + some other goodies...

Similar situation with other hosts like Googlecode, SF etc. which
even have support for many (D)VCS-es.

When I e.g. asked for Darcs import support at LP, it was tagged as
'low priority'.

For many projects darcs performance is adequate, but where to host
open-source project when there is no hosting support.

Even patch-tag hosting cannot compare with other's offerings.

Of course, darcs had momentum, but at that time it had serious
performance problems and then hosting support was practically nil.

Bzr has/had reputation being the slowest from the grand trio of {bzr,
git, hg}, but LP makes the difference offering ability to host the
project for free.
