I suspect that 2.8 will not contain rebase. The associated issue hasn't been updated in almost 2 years: http://bugs.darcs.net/issue938 The package darcs-beta on Hackage doesn't seem to have rebase functionality and I see no mentions of rebase in the screened repository.
It's too bad.
