Cell C has their own network for 90% of their coverage areas and they use a higher frequency that should in theory give better coverage (smaller area per tower, but penetrates buildings better). They will always roam on Vodacom in outlying areas and I was told when I worked in the industry that there is no way for Vodacom to differentiate a Voda call from a Cell C call to give one priority over the other.
I've heard of people moving from MTN to Voda being frustrated and vice versa. I've also heard people that are glad they moved. If possible, evaluate what the signal on your new network is like in your high use areas. Sometimes you have great signal on your current network, but you may not have signal on your new network (like my friend who had to port at her new company and has no signal in her house!).
