Only if all cameras the lens can be used for (including with
adapters) do this, and even then, I don't feel comfortable with
this.  It is better to detect already-applied corrections in the RAW
converter and call lensfun's functions accordingly.

If there really is no camera available to produce real RAWs, there
won't be an entry for this sort of correction in Lensfun.  But at
least then, this gap is documented properly.
