Yes only CSS. A font cannot be installed system wide easily anyway.

I would say that this is up to the packager. My take is:

- On Linux Roboto should be a dependency for best experience. But
certainly not mandatory.

- On Windows and MacOS clearly state that this should be installed by
users.

But again this has nothing to do with any CSS if there was no Gtk bug
then some other fonts could be picked from the OS and used. Roboto is
one nice font, but Cantarel and "Ubuntu Light" would give a nice
interface too.
