Hi Kevin,
the underlying SQL for those two functions is designed to
report the most associated tags first, and then the rest
of the tags in the database. This is based on the idea that
tag attachments tend to clump - eg, if I tag a photo with
my wife's name, then I'm highly likely (based on the database
content, and real life) to also want to add tags for my
children.
