There seems to be something severely broken with that feature anyhow. 
Doing a partial copy followed by a partial paste fails more often than 
it works. I get an error message "can't copy history out of unaltered 
image" and no changes are applied.

IMHO it should be possible to combine partial copy with partial paste. 
In any case - if this is not possible - there should be more meaningful 
error message.
