Yes, it is a bug. The combobox is not initialized to the correct entry after switching back to lighttable because "all except rejected" uses 0 for the star filter just like the "unstarred only" entry.
A quick not so clean fix which seems to work for me can be found here (for more testing): https://github.com/minusdreidb/darktable/commit/c37d3ebafe55724747df41bdb8a666690808adec But perhaps someone has a cleaner solution. I opened a pull request just in case.
