I had version 1.3
libopenjpeg-dev - 1.3+dfsg-4.6ubuntu1
libopenjpeg2 - 1.3+dfsg-4.6ubuntu1
openjpeg-tools - 1.3+dsfg-4.6ubuntu1
there's no version 1.5 packaged for ubuntu, so I had to download 1.5
from openjpeg site.
Now it compiles ok.
