Thanks all ... I flushed the build directory and now it builds and
updates correctly.

And a more general approach for sorting out this kind of thing
would be to install apt-file, and update its package
archives:
sudo apt-get install apt-file
sudo apt-file update
Now you can search for a list of packages that provide a given file:
apt-file search magick/api.h
