I can confirm, if you advance from one image to the next (for me, that's bound 
to "space"), the second image appears to
be about 1 stop brighter than if you directly open the image by double clicking 
on it.  In fact, if you are in the state
where the image appears too bright, simply double clicking on it in the film 
strip fixes it.  I suspect this might be
specific to JPG images, though I've nothing particular to base that on other 
than that I've not seen this problem when
working with RAWs.

I'd say your characterisation that this is a "big bug" might be overstating 
things a touch, though. ;)

I suggest that you open a bug in redmine to keep track of this issue.
