I guess it's a driver issue. I once observed some "background" activity 
of the GPU once darktable was started. But that was with a much older 
version of the Nvidia driver. IIRC there was also some ongoing GPU 
activity with a darktable binary compiled in debugging mode. My 
assumption was that the driver continuouly polls the GPU for status 
checks and the like.
