They are hidden when the lower panel is not visible, but toggle lower
panel visibility with the triangle and they are visible

On my primary screen, samsung 28" lcd, when F11 full-screen is used and
the lower panel visible and the film-strip hidden the three icons and the
triange toggle do not work.  <ctrl><f> to show the film-strip and they
work.  

With the lower panel visible and not in full-screen mode they always*
*work, with or without the film-strip visible.

They always work on my second display, 50 hdmi television, with the lower
panel visible no matter wether the film-strip is visible.
