Well, the closest thing to a standard that there is specifies this behavior
[1].  In addition, the previous behavior was platform dependent.  If you ran
it on a big-endian platform, it would open all pfms as big-endian.

PFM images of both flavors exist in the wild, and no other tool I have found
has problems with loading either flavor.  For output, most tools either
preserve the input endianness (for example, imagemagick) , or arbitrarily
choose one endianness (for example, gmic).
