It does not work either way (with or without <lensdatabase> ...
</lensdatabase>). This is what I have:
cribari ~ .local share lensfun cat fuji_35mm_f2.xml
<lensdatabase>
<lens>
<maker>Fujifilm</maker>
<model>XF35mmF2 R WR</model>
<model lang="en">XF 35mm f/2 WR</model>
<mount>Fujifilm X</mount>
<cropfactor>1.529</cropfactor>
<calibration>
<!-- Taken with Fujifilm X-E2 -->
<!-- The subject was not really trustworthy for distortion
measurement. I asked the uploader to upload a better
image. -->
<distortion model="poly3" focal="35" k1="-0.02597"/>
<tca model="poly3" focal="35" vr="1.0000774" vb="0.9999724"/>
</calibration>
</lens>
</lensdatabase>
