darktable has been pushed to stable repositories a few hours ago [1].
The process should end in next hours

For future needs:
1) go to Fedora packages datbase [2] and write 'darktable' into search bar
2) you will be brought to [3]
2-a) in tab 'Updates status' [4] you will be brought into bodhi
platform website, that handles all Fedora updates process:
updates-testing, etc.
Each update can be voted by users that provide feedbacks. After an
update reaches 3 positive karma feedbacks, it will be pushed into
stable repositories automatically. If nobody votes, package maintainer
can push manually the update after a certain amount of days. After a
package is marked to go to stable repositories, you still have to wait
~12-24 hours. If you are impatient you can get the RPM package by
clicking the icon "Show the xxxxx build in Koji"
2-b) in tab 'Builds status' [5] you will be brought into Koji
platforma website. Koji is the tool you can use to build RPM packages
remotely. In such website you can see the RPM packages that bodhi
platform gets for the updates.
