Hum... I will start from the beginning and try again.

There were three RPM files I couldn't extract. They were only about 2kb
in size and had nothing in them.

amdgpu-pro-16.60-379184.el7.x86_64.rpm

amdgpu-pro-lib32-16.60-379184.el7.x86_64.rpm

xorg-x11-drv-modesetting-1.18.3-379184.el7.x86_64.rpm

Thanks for all your help troubleshooting!
