I just installed LM18.1 Cinnamon 64-bit in a virtual machine and tried
it out.  Indeed, the scrollbars pop out and over the edge of the
modules when you hover-over the triangles.  However, seeing as you
don't actually need to click the triangle, you only need to click
anywhere on the title bar, I guess this isn't a huge issue (though it
could confuse users).

Seems to me to be an issue with Cinnamon and the way it's drawing its
scrollbars.  Not sure that any of the devs are using it.

Should I file an issue somewhere or otherwise point the devs to this or
do you think it's not worth (I would call this a "class C issue").
We already know that GTK's new scrollbars are getting in the way in some
places. For example when you have wide filmroll names you can't reach the last
line in the collect module as it gets hidden by a scrollbar. We discussed that
with the GTK devs back then and they see it as a non-issue. Thus we try to
make the system not use the popup scrollbars but that doesn't work in all
cases it seems.

TL;DR: We are already trying our best, should that fail there is nothing more
we can do. :-(

Bruce pointed me to the settings to turn this thing off
Go preferences/effects and turn OFF 'overlay scroll bars'.
- so scroll bars are permanently in my Cinnamon now. This solved the problem for me.
