2.3.0~git598.87e9b98-50.1 both raw and tiff files in dt appear to be exported without any requested resizing and without quality changes to jpg format.
the output jpg files can be opened successfully in gimp and but appear locked in some way that gimp is also unable to resize them typically: a raw 4810 x 2729 exported to jpg at 1500 x 1500 size 90 quality remains full size and 5.0 mb. in the jpg format.
