So Vibrance takes the most saturated pixels and increases their saturation even more and leaves the least saturated pixels alone?

pixels equally, Vibrance increases the saturation of only the less saturated

Why do you think that?

Best is to just try by yourself, and my experience is that the manual is 
correct.
