This is expected --- PPAs are disabled on upgrade, and not re-enabled after --- because they can or cannot exists for the new version, you have to do it by hand. The package installed _from the PPAs_, on the other hand, are not removed --- they simply linger on.
The correct way of upgrading would be to manually _purge_ (remove and uninstall all the packages installed from them) all the PPAs and then reinstall them, so that the upgrade is taking a known "standard" status as base. In the past, very bad things happened if you didn't do that; nowadays Ubuntu is more robust and, for example, for me the transition 16.04 -> 18.04 has been the smoothest ever.
