To write out where? It's difficult to answer questions when we don't know what you are talking about.

The folder I want to use drag-and-drops this:

file:///HDD/Photos

which creates a new folder in my HOME directory.

Reading your sentences I guess there is a train of thought, but as written they are too concise to make sense of them.

Also, consider starting with one or two sentences about what is unsatisfying about the default situation which supposedly would be fixed by changing the "base directory". This is to detect if we have a https://en.wikipedia.org/wiki/XY_problem here.
