I would imagine what happened was that the user had already imported the photos into darktable previously. They have accidentally selected all the images and set the rating to 0, and on lighttable they have a filter applied which only shows photos with one or more stars. The user sees that there are no photos showing up on the lighttable, and so they think that the photos need to be re-imported. When they try to import the photos, darktable of course recognises that the photos are already imported, and so reports that there are no new photos available to be imported.
To a user who is not familiar with darktable and how the filtering capabilities of lighttable work, I can see how this could give them a bit of a scare. But in the end this is just normal darktable behaviour, not any bug. Is it worth adding a feature where if beginners tries to change the rating of a large number of photos they get a warning dialog box? I'm not sure...
