Adding such a feature would allow for adding also other values. Then a specialized tags like "description" or "city" could be implemented by the user: A tag "city" (key) might get a name as it's value. It's trading one level of indirection for unifying all already existing, specialized tags and allowing users to extend them as needed. I recall some professionals on this list asking from time to time for other sets of tags they are required to fill in by their jobs, ending with the conclusion, that they need to use another system.
