Have you tried setting the option "recursive directory traversal..." in import settings? I'm not quite sure what darktable actually "sees" with the first command you gave, where the wildcard is interpreted by the shell. The result with your second command seems logical, if there are no images in /paka/xhome/Pictures/2021/. Recursive traversal should solve that.
