I have now found the problem. An instance of 'crop' was open (and
presumably active) on the image that I was testing and this caused the
problem. Crop does not show any lines to indicate that it is active
unless the edge of the image is touched.

I have just noticed that when I am zoomed-in on an image, the pan function
is not enabled.

latest is darktable-3.9.0~git402.024aee9a41
you might try and see if it still a problem
fwiw: I have absolutely no problem panning any image I tried zoomed in to
full size.
